Sir,
I have the honour to acknowledge receipt of
your confidential despatch (2) of 12th April, 1928,
transmitting a copy of correspondence with regard to
representations made by the United States Embassy
concerning certain instances of alleged discrimination
against United States' interests in Hong Kong.

As regards the issue of licences to motor
omnibuses to run in the public street it is true that
the policy of the Government since 1924 has been to
insist that the omnibuses to which licences are
issued should be of British manufacture. I enclose a
copy of Gazette Notification No.174 of 28th March, 1924,
in which the policy of the Government is set forth, but
would remark that British tyres are not insisted on. In
the absence of any protective tariff for British
manufactures it was felt that the Government was
entitled to give encouragement to British Industry by
insisting
